Is there a way to specify a special ExecInst that is not in the list. Or is there a way I can specify a free form ExecInst to ask the trader to ‘refer’ to the comment text of the order for the instruction?

The usual way of conveying special execution instructions is to put them in the text field (Tag 58) on the New Order message. It is not necessary to ‘refer’ to the fact that Tag 58 is populated.
