SecurityType (167) - U.S. Treasury Values

The values for U.S. Treasury bills, notes, and bonds are currently expressed as follows:

TBOND = US Treasury Bond
UST = US Treasury Note
USTB = US Treasury Bill

I respectfully recommend that for the sake of greater consistency and clarity, the current values for notes ("UST") and bills ("USTB") be changed, thereby leaving us with the following:

TBOND = US Treasury Bond (left unchanged)
TNOTE = US Treasury Note
TBILL = US Treasury Bill

I like your new consistent values. Historically in 4.3 we didn’t change SecurityType values, including these, that were already in the spec. For 4.4 I suggest we add your new values, but we’ll have to leave the old ones in the enumeration so as not to break existing implementations.
