Confusion about the definition of ‘broker’ in the defined field values. Is ‘broker’ the sending broker or receiving broker?

Broker can be used for both buy side & sell side depends on the message type, in your particular case tag#114 is defined in New order, which is buy side and the broker code here is the buy side farm broker code as exists in Sell side’s back office.
