Does FIX4.4 allow User defined tags above 9999?

Yes, but only a specific range. UDFs are not version specific. Tags above 9999 until 19999 are for internal use only, i.e. not intended for your communication with external parties. Please use UDFs 20000-39999 for this purpose. 40000 and above are reserved for FPL usage.
