Is there an opportunity for a french On-line Broker to use FIX protocol in order to provide a direct access for its clients to the American securities markets ?

I think the key issue you may face will be which “American securities markets” you wish to interface to. In terms of equities, I am not aware of either the NYSE or NASDAQ providing a direct interface via FIX to their exchanges (yet), but there are a significant number of ECNs (Electronic Communication Networks now called ATS - Alternative Trading Systems) and electronic order routing/matching systems which support FIX orders and would be worth exploring. At this point, even if the exchanges provided a direct interface via FIX, you would likely have to be a registered member broker/dealer. This is more of a who’s doing what and when vs. any kind of limitation with the FIX Protocol itself.
